The Senior Manager, Public Private Partnerships (PPPs) and Public Forests will lead the Trust’s intervention focused on PPPs / Concessions on public land as well as engagement with Government of Tanzania supporting its plantation establishment. The objective of the role will be to successfully deliver a pilot PPP initiative that establishes high quality plantations on public land with private investors and provides demonstration and learning that supports future scale up of PPP plantation initiatives on additional public land. The role will need to work closely with key government stakeholders and private investors, as well as draw-in support from across the Trust and with external consultants to support delivery of multi-faceted and complex interventions.
Responsibilities
- Complete detailed design and ongoing adaption of the PPP and pubic forests interventions
- Align key public and private stakeholders on the role that forestry planted on public land has in sector transformation.
- Contribute to FDT’s overall programme strategy in collaboration with Trust Director and Senior Management team.
2)Effectively programme manage PPPs and public forest interventions.
- Lead work, resource and budget planning for responsible interventions, including the development of Intervention Management Tools (IMT). Effectively implement planned intervention activities through self and programme team and effectively identify and manage intervention level risks.
- Lead scoping of and delivery of external consultancies engaged to support delivery of the PPP and Public plantations interventions.
- Lead external and internal stakeholder engagement that supports delivery of interventions
- Build relationships with key government personnel, spanning district and national government and across multiple ministries.
- Build relationships with potential investors looking to invest in PPP in Tanzania
- Build strong relationships with key decision makers within government of Tanzania
- Leverage relationships from across the Trust and the wider Gatsby Africa network, to ensure we can identify and deploy quality external technical support to help deliver the PPP and public plantations interventions.
Education and Qualifications
- A Master’s degree in Economics, Business Administration, Development Studies, or similar in a relevant discipline.
Requirements
- Minimum 10 years’ experience working in private sector and/or implementing market systems approaches, ideally sector development programmes.
- Proven experience of successfully designing and leading elements of a market system development programme and / or leading complex multi-workstream projects within the private sector
- Experience working with and building strong relationships with public and private sector partners.
- Experience in investment promotion, and the investment process.
- Proven experience of developing talent within an organisation.
- Technical knowledge of the commercial forestry sector, in particular plantation establishment and management.
- Knowledge/ experience of PPP processes (Public and Private engagements)
