Individual Contractor to support the preparation and running of the MAP Focal Points Meeting and COP 22 and their main documents

The ultimate result of the services is to provide the UNEP/MAP Secretariat with the necessary support to effectively organize and smoothly run the MAP Focal Points Meeting and COP 22 including successful submission of all COP documents.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system's
designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The consultancy assignment is for the Mediterranean Action Plan (MAP) Secretariat, Athens, Greece.
The 21st Ordinary Meeting of the Contracting Parties to the Barcelona Convention and its Protocols (COP 21, Naples, Italy, December 2019) requested the Secretariat to organize the next COP 22 preceded by the Meeting of the MAP Focal Points, as per the UNEP/MAP governance rules. The MAP Focal Points Meeting will be held via teleconference on 10-17 September 2021, while the COP 22 is planned to be physically held in Antalya, Turkey, on 7-10 December 2021.
These two meetings are expected to review and approve a number of important Decisions of high strategic, legal and regulatory nature, including the next UNEP/MAP Medium Term Strategy 2022-2027 and its first biennial Programme of Work and Budget for 2022-2023, the post-2020 Strategic Action Programme for the Conservation of Biodiversity and Sustainable Management of Natural Resources in the Mediterranean Region (Post-2020 SAP BIO) and other regional Strategies, the proposed revisions of Annexes to pollution-related Protocols, three new/updated legally binding Regional Plans in the framework of the LBS Protocol, the proposal for the designation of the Mediterranean Sea, as a whole, as an Emission Control Area for Sulphur Oxides, and others.
Considering the complexity of the issues to be addressed and the discussions and negotiations expected to take place in the two decision-making bodies meetings and the amount of work required in the intermediate period for the preparation and submission of the COP documents and also taking into account that the position of the UNEP/MAP Deputy Coordinator has been vacant since 1st July 2021 and is not expected to be filled before the end of 2021, there is a need for an Individual Contractor to support the Secretariat to run the MAP Focal Points Meeting and COP 22 and prepare/revise the draft Decisions and other documents for timely submission to COP 22.
Tasks to be performed are as follows:
• Prepare a detailed Work Plan;
• Provide substantive support to the Secretariat for the definition and implementation of follow up actions after the Meeting of MAP Focal Points, related to the preparation of COP 22 and its documents;
• Review the COP 22 draft Decisions from a substantive point in light of the recommendations of the Meeting of MAP Focal Points and propose to the Secretariat relevant revisions for its consideration;
• Provide substantive support to the Secretariat in its bilateral discussions with Contracting Parties and key Partners related to COP draft Decisions;
• Provide substantive inputs for the preparation of the COP 22 draft Ministerial Declaration, as well as technical support to the COP 22 Ministerial Declaration Contact Group;
• Contribute to and liaise with the Host Country for the organization of COP 22 as requested, including, as need be, participation in meetings between the Secretariat and the Host Country;
• Substantively support the Secretariat for the smooth running of COP 22, including its Ministerial Segment, the plenary and COP Decisions adoption session, as requested;
• Substantively support the Secretariat to facilitate the Budget Contact Group for the 2022-2023 Programme of Work and Budget;
• Undertake other duties as requested.
Qualifications/special skills
Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration, or related field is required.
Experience: At least ten (10) years of progressively responsible work related to intergovernmental processes, and environmental governance are required. A good understanding of UNEP and UNEP/MAP governance, regulatory and financial framework is highly desirable. Experience in the legislative machinery of the United Nations, or that of a comparable inter-governmental organization, is desirable
Language: Fluency in English (oral and written) is required. Working knowledge of French is an asset.
